Provides MAT (medication-assisted treatment) for adults struggling with opioid use disorder. Provides assessment and treatment for opiate addiction. Services include screening intake, assessment, treatment planning, methadone maintenance and medically supervised withdrawal, counseling services, case management and referral, medical services for opioid disorder, discharge planning, and follow-up.

Offers adult education and literacy instruction that provide learners with the opportunity to acquire the education and literacy skills they need either to complete a secondary education or to better achieve post-secondary/career goals. Provides low-interest rehabilitation loans and grants to make essential repairs on homes in order to eliminate health, safety and/or accessibility issues. Home repair assistance also may include technical support, home maintenance workshops, special grants, home inspection, assistance in creating job specifications and finding estimates, and ongoing project support.

Provides a post-secondary educational option offering two-year Associates Degree programs and Certificate Programs at twelve regional Academic Centers, as well as through the Center for Online Learning. Classes may be online or in-person.

Offers reparative panels as a form of community-sponsored probation that brings convicted offenders before a volunteer panel of citizens as part of their sentencing process. Panels work with victims and offenders to identify the harm caused by the crime and how that harm can be repaired while holding the offender responsible and accountable.

Provides personal assistance to older adults interested in volunteering in order to make a difference in their communities by matching the skills and experience of the volunteer with the needs of local non-profit organizations. The program also manages a range of volunteer programs including RSVP School Buddies, RSVP Read To Me, and other programs that address education, income, and health.

Provides a telephone and/or face-to-face response to individuals in crisis. This service offers an immediate intervention and suicide prevention response by mental health counselors and connects individuals to resources that best fit the needs of their particular situations. Within the First Call program there are specialized services such as crisis case management, crisis respite, support services when a tragic event impacts a child, as well as Safety Net, an urgent response service for families impacted by incarceration. First Call also provides education, support, and "Gatekeeper Training" to community providers to promote prompt and appropriate response to mental health crises.

Provides shelter; medical treatment; and other basic care for stray and surrendered animals, including dogs, cats, and other small pets. Facilitates adoption of shelter animals, matching pets with the most appropriate households. Helps reduce feline overpopulation through a trap/neuter/return program for free-roaming (feral) cats. Provides a Foster Care Program that includes food and supplies for foster care volunteers caring for pregnant cats and dogs, animals recovering from minor surgery, and animals in extreme stress in the shelter environment. Provides a wide array of donation and volunteer opportunities.

Provides a voluntary program for youth who have received a civil violation for underage drinking or possession of alcohol, or a civil violation for possession of less than one ounce of marijuana. The program consists of a substance abuse assessment, screening, an education program, and community service.

Issues Vermont's Disabled Plates and Windshield Placards that allow individuals to park in designated spaces in public areas or in front of their homes. Also allows parking for unlimited periods of time in time limit zones as well as parking in metered parking areas without paying fees.
