Vermont state
Provides a Quality Recognition and Improvement System (QRIS) for Vermont's child care centers, preschools, and after school programs. Programs that participate in STARS are those that go above and beyond state regulations to provide professional services that meet the needs of children and families. Families who send their children to centers that have received a 3-Star, 4-Star or 5-Star rating and who meet income guidelines may qualify for a low-income child and dependent care tax credit on their state income tax.

The Vermont Department for Children and Families - Child Development Division's (CDD) goal is to increase access to high-quality services that are developmentally beneficial for children and strengthen families by working with programs within communities to coordinate and deliver services that meet families' needs. Direct services for children and families include regulating early childhood and afterschool programs; early intervention services; information, resource and referral for families; parent education and family support services. CDD also provides technical assistance, professional development, and mentoring opportunities to Vermont's early childhood and afterschool workforce.
